David Mpanga

David Mpanga is Chairman and Senior Partner at Dentons in Uganda, specialising in mergers and acquisitions, banking and finance, and infrastructure and project development. With over 25 years of professional experience in East Africa, he has considerable knowledge in corporate, commercial and projects transactions, with a particular focus on structuring and creating business‑enabling solutions across transportation, infrastructure, PPPs, and real estate sectors.

David has led the team that structured, negotiated and prepared all project and financing agreements for the International Specialised Hospital of Uganda – Lubowa, involving negotiations with the Ministry of Health, the Ministry of Finance, and financiers including Afreximbank, Trade and Development Bank, and Absa Bank. He also acted as lead advisor for the Bukasa Port Project, and has advised the Uganda Development Corporation on a US$47 million joint venture for a state‑of‑the‑art conference facility; National Insurance Corporation Holdings on a bonus rights issue of 707,889,859 shares; and Standard Chartered Bank on a €150 million murabaha facility to the Government of Uganda. He has also advised on the licensing and acquisition of several regulated financial services institutions, including commercial banks, microfinance institutions, and insurance companies.

David holds an LL.B (Hons) from the University of Dar es Salaam (1994) and a Diploma in Legal Practice from the Law Development Centre, Kampala (1995). He is a member of the Uganda Law Society, the East Africa Law Society, and the Institute of Corporate Governance of Uganda, and a Fellow of the Aspen Global Leadership Network/ALI-EA.
