Joshua Ogwal

Joshua Ogwal is a Partner at Ligomarc Advocates, practicing in the firm's Infrastructure Law and Finance practice. He advises government agencies, regulators, development finance institutions, lenders, and project sponsors on high-value finance, energy, and infrastructure matters, with extensive experience across project finance, concessions and licensing, regulatory compliance, fund and scheme structuring, and complex stakeholder negotiations.

He has advised Uganda Development Corporation on the conceptualisation and regulatory framework design for the Industrial & Economic Development Fund, the Electricity Regulatory Authority on concession documentation review and licensing matters, and Kinyara Sugar on financing for a bagasse power plant and irrigation-related projects. He has also supported Uganda Development Bank on energy project structuring and renewable energy financing, and provided structuring support for UECCC / World Bank credit enhancement and electrification schemes, as well as procurement and EPC contract advisory for the Isimba Hydropower Project.

Joshua holds an MSc in Finance & Financial Law from the University of London (2011), a PGD in Legal Practice from the Law Development Centre (1999), an LLB (Hons) from Makerere University (1998), and a Certificate in Privatization & PPP (2014). He is a member of the Uganda Law Society and the East African Law Society.
