Dr. Henry M. Onoria

Dr. Henry M. Onoria is the General Counsel at ALP East Africa and Head of the Law Consulting & Knowledge Practice at ALP Advocates, based in Uganda, practicing in International Trade Law. He is an eminent scholar with over 30 years of experience and has taught at the universities of Makerere (Uganda), Pretoria (South Africa), and Juba (South Sudan). His areas of specialty are constitutional law, human rights law, trade law, and economic integration law.

Dr. Onoria worked with the Uganda Law Reform Commission as National Legal Consultant to review commercial and related laws including banking, employment, and dispute resolution (1997-1999), a process that resulted in various reforms of commercial laws over 20 years. He also acted as Team Leader for a GTZ-Bank of Uganda consultancy to develop a National Payments System for Uganda (2002-2003). As Legal Education Advisor in South Sudan (2011-2018), he supported the University of Juba law school in revising its entire law curriculum. He is compiling knowledge management and regulatory compliance systems on laws of banking and finance, corporations, employment, and dispute resolution.

He holds a Ph.D. and an LLM from the University of Cambridge, a Diploma in Legal Practice from the Law Development Centre, and an LLB (Hons) from Makerere University. He is a member of the Uganda Law Society and the East African Law Society. He has published extensively on international law, human rights, and regional economic integration.
