Dr. Charles Kallu Kalumiya

Dr. Charles Kallu Kalumiya is a Senior Partner at Kampala Associated Advocates (KAA), specialising in International Trade Law, public international law, investment law, administrative law, and employment law. He leads the department of public international and regional law and supervises the firm's debt recovery team, which has collected over UGX.14 billion on behalf of UMEME.

He enrolled as an advocate of the High Court of Uganda in 1971 and has over 55 years of experience in law, diplomacy, and international affairs. He worked for the United Nations for 25 years in senior postings across the world, including serving as UNHCR Chief of Mission in South Africa during its transition from apartheid to democracy, where he collaborated with Nelson Mandela, Thabo Mbeki, and Cyril Ramaphosa. He also led legal missions to Angola and Namibia under UN Security Council Resolution 435, and served as UNHCR's in‑house general legal counsel for non‑refugee matters, including procurement contracts and staff disputes. He has lectured in law and politics at Makerere University, the University of Nairobi, and Harvard University.

Dr. Kalumiya holds an SJD in Modern Law of the Sea & Landlocked States and an LL.M in International Investment Law from Harvard University, an LL.M (Hons) in Comparative Law from Cambridge University, a Post Graduate Diploma in Law from the Law Development Centre, and an LL.B from the University of East Africa, Dar es Salaam. He serves as Honorary Consul of Malawi in Uganda and is a member of the Uganda Law Society and the East African Law Society.
